Radiant Plates is a unique Armor in Atelier Ryza 3 that cannot be Synthesized until after you obtain its Recipe from a Supply Drop.
They can also be found in the Barrels located in the Boden District of Kurken Island. Look for shoals of fish, swim up to them, and use the Gather option to scoop them up. Sardines can be found using the Air Drop Survival Tool to dive underwater to explore the depths of the Kark Isles' ocean. However, you will have to find some if you don't, but they are easy to come by, which is excellent news. If you, for whatever reason, already possess 20 Sardines, you can hand them over to her immediately and complete the Normal Quest.
